At least back in my day, the dorms would have these "chem free" floors, which meant they were intended for people who didn't want to drink or smoke. But the thing is, drinking and smoking was supposedly not allowed in the dorms anyway, since there were few if any people 21 or older living in them. But this comic is really making fun of what it was like to get busted by your R.A. for drinking or smoking in your room. This never happened to me because I was smart enough to make friends with my R.A., unlike the suite full of girls next door. They'd get busted for having an empty beer can on the table while I literally got caught drinking a 40 by our R.A., who just gave me the "naughty boy" look and closed the door.
